Arizona: county-led, with Maricopa setting the pace

Compiled by the Sitonce editorial team from the FDA Food Code and the accredited providers listed belowUpdated 2 min readFacts verified 1 September 2026
The short answer

Arizona regulates retail food safety through county health departments rather than a single state rule. Maricopa County requires a Certified Food Protection Manager holding an ANAB-accredited certificate, and most other counties have comparable requirements.

Arizona is a county-led state, and Maricopa contains most of the population - so for most people the Maricopa rules are the rules.

Maricopa County

Phoenix, Mesa, Scottsdale, Tempe, Glendale, Chandler. A Certified Food Protection Manager is required, and food handler cards are required separately for food employees.

Any ANAB-accredited exam satisfies the manager requirement. The handler card is a county product obtained through approved training.

The other counties

Pima, Pinal, Yavapai, Coconino and the rest each run their own environmental health program, and requirements are broadly similar without being identical.

Differences show up in the detail: whether a certificate must be displayed, whether the county issues its own handler card, and how quickly a new manager must be certified.

Handler card and manager certificate are separate

An Arizona food handler card is a short county-issued training document. It does not satisfy a Certified Food Protection Manager requirement, and people buy the wrong one regularly.

Getting certified

  1. Confirm your county, since the rule is county-level rather than state-level.
  2. Choose any ANAB-accredited provider for the manager exam.
  3. Prepare for eight to fifteen hours and sit the 80-question exam.
  4. Obtain a food handler card separately if your county requires one.
  5. File the certificate and note the five-year expiry.

Moving into Arizona

An ANAB-accredited certificate earned in another state remains valid, since accreditation rather than state issuance is what counties accept. The food handler card usually does not transfer, because it is a county product.

Confirm locally before you rely on this

State rules change, and counties and cities routinely impose requirements the state does not. Treat this page as a starting point and confirm with the authority named above before booking anything.

Common questions

Does Arizona require a certified food manager?

Requirements are set by county rather than by a single state rule. Maricopa County requires a Certified Food Protection Manager with an ANAB-accredited certificate, and most other counties are comparable.

Is a food handler card the same as manager certification?

No. An Arizona food handler card is a short county-issued training document and does not satisfy a Certified Food Protection Manager requirement.

Which counties matter most?

Maricopa, which covers Phoenix, Mesa, Scottsdale, Tempe, Glendale and Chandler, contains most of the state population. Pima, Pinal, Yavapai and Coconino run their own comparable programs.

Does an out-of-state certificate work in Arizona?

An ANAB-accredited manager certificate generally does, because accreditation rather than state issuance is what counties accept. A food handler card from elsewhere usually does not.

How long is Arizona certification valid?

Five years for an ANAB-accredited manager certificate. Food handler cards have their own shorter validity set by the issuing county.
