What the certificate does not do

The short answer

It is not a license to operate, not the establishment permit, not a management qualification, not a guarantee of compliance, and not portable into every jurisdiction. It demonstrates that one person passed an exam on the Food Code.

Plenty of pages will tell you what this certificate does. Here is the other half, because the misunderstandings cause real problems.

It is not a license to operate

The establishment permit is a separate document, held by the business, issued by the health department, usually annual, and requiring inspection. Two documents.

Your certificate is normally a condition of that permit. It is not the permit, and holding it authorizes nothing on its own.

It is not a food handler card

Where a jurisdiction requires handler cards from all food staff, holding manager certification does not automatically exempt you. They answer different questions and people buy the wrong one constantly.

It is not a management qualification

It covers food safety. It does not cover scheduling, food cost, labor law, hiring, discipline or how to run a service. That is a different skill set.

A certified manager who cannot build a rota is still a manager who cannot build a rota.

It is not proof of compliance

An inspector finding chicken at 50°F does not care that you are certified. Arguably they care more, because a certified person is expected to know. The certificate demonstrates knowledge, not practice.

It does not cover every jurisdiction

New York City requires its own Food Protection Certificate. Some jurisdictions require local registration on top, or recognize a shorter validity than five years.

ANAB accreditation makes it widely portable, not universally accepted.

It does not last

Five years, and the Food Code changes inside that period. The 2022 edition was amended by a Supplement touching sixty-two provisions, and a 2026 edition is expected.

An unexpired certificate is not the same as current knowledge, which is worth remembering in year four.

It does not make you the person in charge

That is a role, assigned by the operation, present during operating hours. Holding a certificate makes you eligible for it, not appointed to it.

What it does do

Satisfies a regulatory requirement, demonstrates knowledge to an inspector without a quiz, makes you appointable, and gives you a genuinely useful framework for spotting what is wrong in a kitchen.

That is a real set of things. It is just smaller than the version some providers sell.

Is food manager certification a license?
