The renewal requirements at a glance

Track your own expiration date and transcript

TDI’s Personal Lines management page says the license must be renewed through Sircon after the licensee completes all CE requirements and pays the renewal fee. Most Texas insurance licenses renew every two years, but TDI cautions that a first-time application or an additional license can have a shorter first term so the license aligns with an existing expiration date and the agent’s birth month. Do not assume a new Personal Lines credential always gives a full 24-month first term.

Use Sircon’s Continuing Education Transcript Inquiry to confirm your review period, reported credits, remaining hours, and expiration date. The transcript—not a personal spreadsheet or course receipt—shows whether the provider has reported credit to TDI. Check it early, especially when you hold multiple lines, have recently transferred states, or took a course near the end of the period. A provider’s confirmation that you completed training is not necessarily proof TDI has received the course report.

TDI recommends completing CE at least 30 days before expiration so providers have time to report courses. That is a practical buffer rather than the legal deadline itself: the stated CE deadline is before midnight Central Time on the license expiration date. If the transcript is short, contact the provider first about a missing report, then contact TDI’s CE unit if needed. Keep certificates and correspondence until the transcript is correct.

Renewal fee and CE are separate obligations. Paying $50 does not cure missing CE, and completing CE does not renew the license if the renewal fee and application are unpaid. TDI says both CE compliance and renewal payment must be complete before the license renews. Check the status after each task; save the Sircon payment confirmation and completed license record.

What counts toward Personal Lines CE

A Texas Personal Lines P&C agent generally needs 24 hours of CE in each two-year renewal period, including 3 hours of ethics. At least half—12 hours—must be classroom or classroom-equivalent instruction. TDI describes course topic groups as general and ethics rather than licensing-line-specific, so a producer can select approved courses from those categories. The provider and exact course must be approved and reported correctly.

Choose from TDI-approved courses and verify the method of instruction before registering. “Classroom equivalent” may include approved interactive distance formats, but do not assume every online video qualifies. Sircon’s Approved Courses Inquiry provides approved course and provider information. Match the course to your review period and confirm course numbers and credit hours on the transcript.

Ethics hours are part of the 24-hour total, not an additional three hours on top. For example, a typical compliant set could include 21 general hours and 3 ethics hours, with 12 or more of all hours delivered in a qualifying classroom or equivalent method. A course may be tagged for ethics and count toward the total once; do not double-count it as extra credit.

If you hold more than one Texas license type, CE obligations generally attach to the individual and TDI’s transcript will show what is due. Ask whether a course can satisfy multiple lines under your exact records; do not assume separate licenses mean separate full 24-hour packages or, at the other extreme, assume a course was credited to every license. TDI’s agent FAQ says a licensee with outstanding CE must satisfy it before TDI issues another license or reactivates an old one.

Paying on time and understanding late consequences

TDI’s Personal Lines page currently lists a $50 renewal fee payable through Sircon and a $25 late fee if the fee is not paid before midnight Central Time on the expiration date. Fees can change, so check the live licensing page at payment. TDI sends the renewal invoice by email; keep your email and address current so you see it. Do not wait for a reminder as your only calendar alert.

TDI says it assesses a $50 fine for each hour of CE not completed by the expiration deadline. The penalty does not replace the course: a licensee must complete deficient hours and pay applicable fines. TDI currently states a $500 maximum fine per license type for terms expired after June 1, 2018, while older expired terms are treated differently. Confirm the exact amount on your transcript or with TDI rather than calculating from a stale example.

If CE remains incomplete after expiration, TDI’s CE guidance describes a 90-day period to complete the deficient hours and pay the fine; if the conditions are not satisfied within that period, the license is inactivated and the person must apply for a new license. TDI’s renewal page also describes renewal of a license expired 90 days or less, subject to the renewal fee, additional fee, completed renewal application, CE, and fine rules. Use the current reinstatement instructions for the exact elapsed time and do not rely on the late period as a planned extension.

A lapse affects authority to transact. Do not continue acting as an agent just because renewal has been submitted or a CE course is booked. Confirm the state license is active and that insurer appointments remain effective. Section 4001.201 requires appointment to engage in agent business, but appointment does not cure an expired individual license.

Extensions, exemptions, and nonresident CE

TDI provides limited routes for CE extensions and exemptions. Its Personal Lines management page says an extension request must be submitted through Sircon at least two weeks before the license expires. A last-minute request after the deadline may not meet the stated timing. Ask TDI what proof is required and do not assume that illness, travel, or workload automatically pauses CE.

TDI says a producer continuously licensed in Texas for at least 20 years without interruption may qualify for a CE exemption, but the licensee must request it in Sircon at least two weeks before expiration. This is not automatic. Verify that your record meets the continuous-license condition, submit the request on time, and wait for TDI’s status. A license lapse can interrupt continuity.

Most nonresidents follow the CE requirements of their home state. TDI instructs nonresidents to check their Sircon transcript; if the home state does not require CE, or if the producer holds a Texas designated home state adjuster license, Texas CE rules apply. A Personal Lines agent who changes residence should recheck whether the former nonresident treatment still applies after the state conversion.

Renewal workflow

About 60 to 90 days before expiration, open the Sircon transcript and identify the exact review period. Check total hours, ethics credit, and classroom-equivalent hours. Register for any deficit using an approved provider and complete courses early enough for reporting. If the transcript is missing a completed course, contact the provider with the course number and completion date.

Before the expiration date, confirm the CE transcript is compliant, pay fines if assessed, submit the renewal application/payment, and save confirmation. Check that legal name, address, and email are current. TDI tells licensees to complete CE 30 days before expiration to reduce reporting delay. Confirm the renewal status after payment rather than assuming the transaction was successful.

If you discover an error within 30 days of expiration, call the provider and TDI promptly. Do not take unapproved courses to fill a transcript without checking whether the course counts. If you need an extension due to circumstances, submit the request at least two weeks ahead as directed. If the license already expired, use TDI’s current renew/reinstate page, calculate the actual days, and stop regulated agent activity until authority is restored.

Worked examples

Example one: Amira’s license expires December 31. By December 1, the transcript shows 24 reported hours, including 3 ethics and 12 classroom-equivalent. She pays the $50 fee and renews in Sircon before the deadline, then checks that TDI shows the next term. This leaves time to resolve any reporting issue.

Example two: Ben completes 24 hours, but only 2 hours are ethics. The total number is not sufficient because the standard ethics requirement is 3 hours. He should take an approved additional ethics course, confirm it reports, and complete renewal before the expiration deadline.

Example three: Carla has 20 hours by expiration. The $50-per-deficient-hour penalty does not replace the four missing CE hours. She still must complete the hours and pay applicable fines. If she misses the cure period, her license may become inactive, and a new application can be necessary.

Example four: Dev has been continuously licensed for 22 years and thinks no CE is due. He must request the 20-year exemption in Sircon at least two weeks before expiration and verify approval. A long career alone does not make the exemption automatic.

Do not schedule all courses at the end of the cycle. Spread CE throughout the two-year period and reserve room for reporting delays, ethics hours, and required classroom-equivalent credits. If you move or add another Texas license, re-open the transcript and check whether TDI adjusted the review period or listed additional obligations. A paid course may not count if it was completed outside the review period or the course was not approved.

The late CE cure is a narrow remedy, not a routine grace period for selling. TDI’s instructions tie renewal eligibility and license status to CE completion, fees, and timing. If a license has expired, verify the public status before performing agent duties, and contact TDI if the transcript says inactive. A new application may require fresh eligibility information or other steps; do not assume paying a fine alone reinstates authority.

Nonresident agents should also avoid treating reciprocal status as a universal CE exemption. TDI says most nonresidents follow home-state CE, but exceptions apply when the home state does not require CE or when Texas designated home-state rules apply. The Sircon transcript is the practical source of the Texas requirement shown for that record. If your residence changes, revisit the rule and update TDI rather than following last year’s exemption.

An approved extension request does not automatically eliminate hours or guarantee that the license renews. Submit through Sircon at least two weeks before expiry as directed and retain the decision. Likewise, a 20-year CE exemption must be requested through TDI. Do not mark yourself exempt in a spreadsheet and skip the system step; confirmation matters.

Budget both the renewal fee and possible CE fines before the deadline. A producer who completes only 23 of 24 required hours can incur the same per-hour fine as a larger shortfall, while also remaining responsible for the missing course. Confirm the actual transcript deficit rather than estimating. If a fine is listed incorrectly, ask the CE unit about the record before paying because TDI says paid fines are nonrefundable.

Ethics credit must be present in the approved ethics category; general CE about claims or policy forms may not count as ethics. Use the approved-course search and transcript rather than trying to infer from the course title. For terms that ended on or before August 31, 2022, TDI lists the earlier two-hour ethics requirement, but a current renewal typically requires three. The history exception should not be generalized to present-day renewal terms.

If your CE transcript shows a missing hour, compare course completion date, provider reporting date, license review period, and credit category. Send the provider the course certificate and ask it to correct the report. Then recheck Sircon before renewing. A transcript that is short by one classroom-equivalent hour is still noncompliant even if the total adds to 24, so check both quality requirements as well as quantity.

A renewal confirmation should be saved with the new term dates. Check that the producer is active in TDI’s lookup and that appointments remain current. If a payment confirmation exists but the license still shows expired, follow up with Sircon or TDI rather than relying on the receipt. Treat the license status as a gate to producer activity, separate from the carrier relationship.
