How to get a Texas life and health insurance license

Two organizations, five appointments' worth of admin, and one deadline that catches people out. That is the shape of it.

The Texas Department of Insurance issues the license and sets the passing score. Pearson VUE runs the examination under contract, and IdentoGO by IDEMIA takes the fingerprints. Knowing which of the three you are dealing with at any moment removes most of the confusion in this process.

The route, in order

That five-step order is the candidate handbook's own. TDI's licensing page compresses it to three, because booking a thing and doing a thing are the same step from the regulator's side. Either way the list is short, and nothing on it is a course.

Who is eligible

TDI issues a license to an individual who is at least eighteen after the exam is passed, submits a completed application with the fee and a fingerprint receipt, and has not committed an act for which a license may be denied under section 4005.101 of the Insurance Code. That last clause is doing a lot of work and it is worth reading before you spend anything, particularly if you have a conviction in your past. License denial, suspension and revocation goes through the eleven grounds.

Pearson adds one requirement of its own at the booking stage: you must be eighteen before you sit, and you need a valid Social Security number to make the reservation.

Booking the exam

Online is the sensible route. Walk-in examinations are not available, so an appointment is not optional. Have your legal name, address, Social Security number, date of birth and preferred test center ready before you start, and make the name match exactly what will go on the license application. A mismatch there is the kind of clerical problem that costs weeks.

The exam is offered in English and Spanish. Sittings are on demand rather than on a timetable, which is unusual for a licensing exam and mostly good news: you pick a date rather than waiting for one.

The examination itself

You are scored before you leave the building. There is no waiting period written into the handbook for this license, so a failed attempt means booking again and paying USD 49 again rather than sitting out a penalty month.

Fingerprints

All Texas resident applicants must submit fingerprints as part of the license application unless they have already given TDI prints for another license. They go electronically to the Department of Public Safety and the FBI, and TDI cannot finish processing your application until the criminal history report comes back. Book the appointment early. Same-day service without an appointment is not available, and IdentoGO asks for at least twenty-four hours' notice.

Keep the receipt. It has to be attached to the application, and it is the single most commonly mislaid piece of paper in this whole process. Fingerprinting for a Texas insurance license has the detail.

Applying, and the deadline nobody mentions

You apply electronically at Sircon after you pass, not before. The fee is USD 50, it is non-refundable and non-transferable, and a separate application and fee are needed for each license type you want.

Our opinion: apply the week you pass, even if you have no carrier lined up. The license and the appointment are separate things, and holding a license with no appointment costs you nothing while letting a pass expire costs you USD 49 and a second afternoon in a test center. What we cannot tell you

The fingerprinting fee. It is a real cost, it is charged by IdentoGO rather than by TDI or Pearson, and we have not verified a figure for it, so there is a gap in the cost table above rather than a guess. We would rather leave the hole visible.

Processing time is the other one. TDI cannot complete an application until the DPS and FBI reports arrive, and how long that takes is not something we hold a published figure for. Plan for it to be the slow part.
