Why it expires
The examination tests current insurance law and current Texas statute. A result that never expired would eventually certify knowledge of a regulatory framework that has since moved, which is an awkward thing for a Department to stand behind.
So it is a freshness rule rather than a penalty. Twelve months is generous by the standards of professional licensing, and the generosity is the problem.
How the year gets lost
Almost always the same way. You pass, the carrier conversation you were having goes quiet, and you decide to sort the license out when the next opportunity appears. The next opportunity appears thirteen months later.
At that point you resit a 130-question exam you already passed, on material learned over a year ago. That is our reading of the pattern rather than a documented finding, and it is the sequence worth guarding against.
Apply before you have a job
The license and a carrier appointment are separate things. You do not need an employer to hold a license, and applying while the result is fresh costs USD 50 and removes the deadline permanently.
Waiting until you have somewhere to use the license is the single most common way this window closes. Start the fingerprinting appointment in the same week you pass, because it is the step that runs on somebody else's schedule. The one-year window covers the sequence in full.
