What a package buys you

One order instead of a dozen, arriving together, usually with the tabs available as an add-on.

The risk

Editions are the whole game

The approved list names editions. A bundle assembled before a list update can ship a superseded edition, and an unapproved edition is not admitted to the exam room. Check every title against the current bulletin on arrival, not on the morning.

Assembling it yourself

More work and more control. You verify each edition as you buy it, and you can source individual titles second hand where the edition still matches. Weeks, not days.

It also lets you stage the purchase, which matters when the books cost more than the exam fee.

Pre-tabbed sets

Sold as a time saver and they are, for the physical work. What they do not give you is the memory of having placed the tab, which is the part that makes retrieval fast. Not on the morning.

Reasonable compromise: buy them tabbed, then add your own tabs as you practice. The bought tabs handle structure and yours handle what you actually look up. You own it.
