The bulletin, the OSHA standards and the state agency pages are free and definitive. Paid prep buys structure, blueprint-weighted practice and a full-length timed mock, none of which the free material provides.

A fair comparison starts by noticing that the most authoritative material costs nothing.

What paid should give you

  • Practice weighted to the published blueprint rather than to whatever is easy to write
  • A full-length timed mock at the real question count and the real time limit
  • Explanations that name the reference and the section, so working a question builds your index
  • Coverage of the contract and business material, which is the largest category and the hardest to self-teach
Weighting is the test of a paid product

Procurement and Contracting is 31 of 125 questions, more than any other category. A paid product whose questions cluster on safety numbers is selling you the free material back, badly weighted.

The one thing you must buy

The references. They cost more than the exam fee, they are compulsory, and there is no free equivalent because you carry them into the room.

Any budgeting conversation starts there and treats everything else as discretionary.

A reasonable order of spending

  1. The approved references, in study order if cost is a constraint
  2. Tabs, which are trivially cheap and disproportionately useful
  3. A question bank with blueprint weighting and referenced explanations
  4. A seminar, only if you need the structure to start
