What Paper 1 qualifies you for
Paper 1 is one component of the HKSI Licensing Examination for Securities and Futures Intermediaries. The SFC recognises the relevant HKSI regulatory papers as part of its competence framework for licensing representatives and responsible officers, but passing Paper 1 alone does not grant a licence or establish that a person meets every competence requirement. The regulated activity, the applicant’s role, academic or industry qualifications, and the SFC’s fit-and-proper and competence requirements remain relevant. Confirm the route for the exact activity with the SFC and the prospective employer before treating any single paper as a complete licensing pathway.
Paper 1 is one component of competence for relevant regulated work. Passing it alone does not grant an SFC licence; licensing eligibility and application requirements are separate and depend on the activity and applicant.
Registration and cost
HKSI lists Paper 1 as a monthly exam, but sessions are not held daily. Use the live HKSI enrollment page for current session availability, application deadlines, withdrawal deadlines and the enrollment portal. Sessions are first come, first served, and the Institute may increase sessions when demand requires it. Confirm the location and mode on the actual session before paying.
The official examination overview lists a fee of HKD 1,800 at the Hong Kong Examination Centre and HKD 2,250 at Global Examination Centres. This distinction matters when comparing travel or online preparation plans. Verify current fees and policy terms on the official overview and enrollment pages; do not rely on a price copied into an older study article.
- Confirm that Paper 1 is relevant to the regulated activity and role you are pursuing.
- Read the current HKSI examination overview, handbook and enrollment terms, including the rules for your chosen venue and mode.
- Create or access the HKSI Online Portal or mobile app, enroll, and then schedule an available computer-based session within the stated booking period.
- Check your candidate details, language, venue, session time and confirmation before the appointment.
- Save the current syllabus version and the exam confirmation so your study plan matches the sitting you actually booked.
HKSI’s current schedule and candidate account control the live session inventory and the applicable cutoffs. Monthly frequency does not mean every day or every location is available. Fees, rescheduling and withdrawal conditions also depend on the selected exam centre and current policy; use the official enrollment pages rather than an older screenshot or copied calendar.
Syllabus and current version
The syllabus has nine topics, moving from the financial industry's regulators and Hong Kong law into the Securities and Futures Ordinance, licensing rules, client conduct and operations, exchange participation, public capital raising, and market misconduct. The central task is understanding how the rules apply to intermediaries and clients, not memorising isolated labels.
Use the current HKSI study guide and syllabus as the controlling outline. The Institute says Paper 1 questions from 30 June 2026 are based on version 3.5. Per-topic item estimates appearing in some preparation materials are estimates, not an official published weighting; plan to cover the full outline.
Version 3.5 is the current Paper 1 study guide for 2026 sittings. Check HKSI's update page again close to your appointment, since HKSI can update examination materials and the applicable version depends on the sitting date. Keep your notes tied to the version you will be examined on.
Score and pass rates
The published pass standard is 42 correct out of 60. That is a score threshold, not a prediction of how difficult a particular sitting will feel. HKSI's published monthly pass rates describe past cohorts; they cannot tell you whether a future session will be easier, and they are not the same as your pass mark. Use the score report and practice errors to find knowledge gaps rather than timing your exam to a month with a higher historical rate.
Study strategy
- Read the official v3.5 guide once to understand the nine-topic structure and mark unfamiliar terms.
- Study the legislation and conduct material in context: who has the duty, what triggers it, and what action is required.
- Use active recall after each section. Explain a rule without looking, then check the source wording and correct gaps.
- Practise mixed questions under time limits, reviewing why each distractor fails as well as why the correct answer works.
- In the final review, revisit weak topics across the entire syllabus and confirm your exam logistics with HKSI.
Do not treat unofficial topic-weight estimates as a reason to skip a section. Candidate questions can test distinctions across related rules, so retrieval practice and careful error review are more useful than rereading familiar pages.
A representative receives an executable client order but delays passing it to the dealing desk so a proprietary order can be handled first. What is the appropriate conduct?
- Pass the client order promptly for execution in accordance with the client’s instructions.
- Hold the client order until the proprietary order is complete.
- Execute the proprietary order first if it is expected to improve the market price.
- Cancel the client order because the dealing desk is busy.
Practice and review
Use questions after learning a rule, not as a substitute for the current study guide. HKSI provides a Paper 1 sample practice test and an examination-system simulator. The sample helps you rehearse question structure; the simulator helps you become familiar with the interface. The system interface is in English while exam questions are available in English and Traditional Chinese. Read every answer explanation against the applicable study guide and distinguish HKSI material from independent practice questions.
When reviewing a miss, write down the rule, the facts that triggered it, and the tempting alternative you selected. For questions involving legal duties or conduct, state who owes the duty, to whom it is owed, and what action the scenario calls for. For technical questions, connect the rule to the transaction or intermediary activity rather than memorizing a number without its context.
Take a short diagnostic before beginning intensive review. Tag each missed item by syllabus topic and by cause: rule not remembered, legal term confused, exception missed, or question stem misread. This separates content gaps from exam technique. Review the underlying guide section before repeating similar questions; memorising an answer key without being able to explain why each distractor is wrong is weak evidence of readiness.
In a mixed set, read for the regulated person, activity, client or transaction named in the stem. Identify the rule area first, then compare the choices against the exact condition stated. Keep a compact error log with the rule, the trap, and one sentence on what would make the distractor correct. Revisit that log in spaced sessions and finish with timed mixed practice that resembles the computer-based format.
During the exam
Paper 1 is closed book. Answer the question asked rather than the broader topic it resembles. Eliminate options that assign a duty to the wrong person or apply a correct rule to the wrong activity. Keep moving when a question stalls, and use remaining time to revisit uncertain answers if the system permits.
Results and next steps
A pass is an examination result, not an SFC licence. The SFC Guidelines on Competence connect examination papers to specified regulated activities, and an applicant must also meet the relevant education, experience, sponsorship and licensing requirements. Check the SFC requirements for the role and activity you are pursuing before assuming Paper 1 is the only examination or application step you need.
If you do not pass, use the topic-level feedback and your own error log to make the next preparation block specific. Confirm the current retake and enrollment rules with HKSI before registering again. Avoid relying on an assumed retake limit or a remembered cancellation policy; the official handbook and policies govern the terms.
Use HKSI’s result notice and current candidate instructions for the official outcome and any next step. If you pass, verify which additional examination papers, qualifications, experience and licensing steps apply to your intended role; do not infer that the result itself authorises regulated activity. If you do not pass, use the performance information available to identify weak areas, check current retake and enrollment rules, and schedule a new attempt only after a targeted review.
