That is enough to recognize a HACCP system and to run the active managerial control a restaurant needs. It is not enough to write and validate a plan for a manufacturing process.

When a restaurant actually needs HACCP

When it runs a special process: smoking or curing for preservation, using additives to render food non-TCS, reduced-oxygen packaging, a live shellfish tank, custom processing, sprouting seeds.

Each of those needs a variance and usually a written HACCP plan. That is the point at which a manager certificate stops being sufficient and deeper training becomes genuinely useful.

Manager certification first, because it is the regulatory requirement and it covers the whole Code. HACCP training afterwards, and only if your operation actually needs a plan.

Who else asks for HACCP

Buyers and auditors. A supplier selling into retail chains, food service distributors or export markets will meet third-party audit schemes that require documented HACCP. Commercial, not regulatory.
