Using the attempts well
Three is enough for a prepared candidate and tight for an unprepared one. A sitting taken to see what the exam is like costs USD 130 and one of your three. The calendar does not pause.
A full-length timed mock costs nothing comparable and tells you most of the same thing.
After a fail
Read the category breakdown before rebooking. It tells you whether you failed on knowledge or on time, and those need different responses.

A new application at USD 65 and a fresh window. Not a disaster, and it is a cost and a delay worth avoiding by pacing the first window sensibly.
Scheduling between attempts
Each attempt is scheduled separately with the testing provider and paid for separately. Availability is not guaranteed, so a retake near the end of your window depends on a seat existing. Three, and no more.
Leave room. A window that expires while you are waiting for a date is a reapplication fee for nothing.
Is three enough
For a prepared candidate, comfortably. For someone treating the first sitting as reconnaissance, less so, because that approach spends a third of the allowance before any studying has been tested. Read it first.
