There are two clocks: the examination clock, which you control, and the application clock, which you do not. Study, sitting and results are largely predictable because sittings are monthly. Everyone wants a single number and there isn't one. What there is, and what actually helps, is a breakdown of which stages you can compress, which stages have a fixed rhythm you have to work around, and which stage is genuinely out of your hands.

Why we will not give you a number of weeks
Because processing time depends on things that are specific to you. Whether your application arrived complete. Whether anything in your employment history or your disclosures needs explaining. Which regulated activity you applied for. Whether you are going in as a representative or a responsible officer. And how much work the regulator has in front of it at that moment.
The SFC publishes information about its own processing and service standards. That is the source to use. Your firm's compliance team is the second source, and often the better one, because they know what applications like yours have actually taken recently. A number from a blog is worth less than either.
Your employment start date and your licence grant date are set by different parties. If the first arrives before the second, you cannot do the regulated part of the job. Ask your employer, before you sign, what you will be doing in the interim and whether your compensation depends on production you are not yet permitted to generate.
The part you actually control
Study time is the biggest single block in most people's timeline and it is entirely yours. Sittings run monthly, so every month you delay starting is a month added at the end. Roughly half of candidates do not pass first time - the mean was 51.9% over the twelve months to June 2026 - and a fail costs you a whole sitting cycle plus another HKD 1,800.
That reframes preparation. Extra study time is not perfectionism. It is schedule insurance, and it is cheaper than the resit.

How to compress the whole thing
- Settle the paper question in one email. Ask compliance which papers and which activity types, in writing, on day one.
- Request overseas documents immediately. Transcripts and certificates from foreign institutions are the most common cause of a stalled application pack, and they take as long as they take.
- Book the sitting before you start studying. A date on the calendar is the only reliable way to make evening study happen, and monthly sittings mean the date is never far away.
- Write your disclosure explanations early. If there is a gap in your employment history or anything to declare, draft the explanation while you are studying rather than in a rush at submission.
- Answer SFC follow-up questions the same day. This is the single largest avoidable delay in the whole process and it costs you nothing but attention.
What a realistic mental model looks like
Think of it as three sequential blocks rather than one duration. Block one is preparation and examinations, which is measured in months and which you set. Block two is assembling a complete application, which is measured in days or weeks and is mostly about how organised you and your firm are. Block three is SFC assessment, which is the regulator's and which you influence only by making block two clean.
Most of the frustration people report comes from treating the whole thing as block three. It usually is not. The stage that took longest was the one where nobody had started studying yet.
The opinion
The regulator is rarely the bottleneck people blame it for. In most stalled cases I would put money on one of three things: the candidate started studying late, an overseas transcript was requested a month after it should have been, or a follow-up question sat unanswered in somebody's inbox. All three are yours. That is annoying to hear and it is also the good news, because it means the timeline is far more controllable than it feels while you are waiting.
The concession: sometimes it genuinely is the regulator, and there is nothing to be done about that. Applications with anything unusual in them - an overseas disciplinary matter, a complicated shareholding structure, a novel business model - take longer because they should take longer. If that is you, get advice early, disclose fully, and accept that a careful assessment is preferable to a fast refusal.
