The short answer

Fire extinguishers

Provided so that travel distance from any point of the protected area to the nearest extinguisher does not exceed 100 feet.

Hot work

Welding, cutting and grinding near combustibles need controls: removal or protection of combustibles, a permit system, and a fire watch maintained during the work and for a period afterwards. Keep watching.

The fire watch continues after the work stops

Slag and hot metal can smolder in a concealed space for a long time before flaming. Leaving the moment the torch is off is how buildings burn down overnight, and questions describe exactly that.

Flammable storage

Flammable liquids in approved containers, quantities limited inside buildings, and storage areas kept clear of ignition sources.

Compressed gas cylinders secured upright, valve caps in place when not in use, and oxygen separated from fuel gas in storage.

The emergency action plan

Written where required, covering evacuation routes, procedures for employees remaining to operate critical operations, and a means of accounting for everybody after evacuation.
