CCASS and the participants who use it

Updated 6 min read
Key takeaway

CCASS is Hong Kong's Central Clearing and Settlement System, developed and operated by Hong Kong Securities Clearing Company Limited (HKSCC).

More key points
  • It supports the clearing and settlement of eligible securities transactions and maintains securities accounts and money ledgers for participants.
  • Brokers, clearing firms, custodians, and individual investors access different participation arrangements; CCASS is market infrastructure, not the exchange order-matching system.

After a securities trade is matched, the buyer and seller still need a reliable process to settle their obligations. In Hong Kong, CCASS—the Central Clearing and Settlement System—provides important post-trade infrastructure for eligible securities. HKEX's securities clearing FAQ describes CCASS/3 as a computerized system developed and operated by Hong Kong Securities Clearing Company Limited (HKSCC).

What CCASS does

CCASS supports clearing and settlement. Clearing determines the stock and money obligations associated with a transaction. Settlement records securities credits or debits in participants' stock accounts and records funds in participants' money ledgers. For exchange trades, trade details are transmitted electronically from the Stock Exchange to CCASS; participants receive clearing information and perform their operational and reconciliation tasks through the system.

The distinction from the exchange matters. The Stock Exchange of Hong Kong Limited operates the securities market on which eligible exchange trades are executed. HKSCC operates the clearing and settlement infrastructure. CCASS is not the place where a retail investor enters a buy or sell order, and it is not a regulator.

Who participates

CCASS has different participation categories because institutions perform different post-trade functions. Clearing participants handle clearing obligations. General and direct clearing arrangements describe how a clearing participant handles its own or other participants' clearing responsibilities under HKSCC rules. Custodian participants provide custody-related services. Clearing-agency participants connect another recognized clearing system or agency with HKSCC. Investor participants hold eligible securities in their own name with HKSCC for custody purposes.

Participant typeExam-level function
Direct Clearing ParticipantClears and settles its own exchange trades directly through HKSCC, subject to the participant rules.
General Clearing ParticipantProvides clearing services for itself and other participants under the relevant HKSCC arrangements.
Custodian ParticipantProvides custody services to other participants, intermediaries, or investors for eligible securities.
Clearing Agency ParticipantRepresents a clearing agency or linked clearing system in the CCASS framework.
Investor ParticipantHolds eligible securities in its own name with HKSCC for custody; it is not the same as a broker executing the investor's trade.

Investor Participant versus broker

An Investor Participant can maintain securities in an account with HKSCC and use CCASS investor services. That status does not turn the investor into a securities dealer or a clearing broker. A broker or custodian that is a CCASS participant carries out the relevant settlement instructions for client trades. An investor may therefore interact with a broker while holding securities through a separate investor-participant arrangement.

Exchange trades and non-exchange transactions

The platform supports more than one transaction workflow. Exchange trades in eligible securities are transmitted to CCASS electronically from the exchange. Non-exchange transactions can include settlement instructions, clearing-agency transactions, and investor settlement instructions. A settlement instruction can be used for transfers such as broker-custodian transactions, stock borrowing and lending, pledges, or portfolio movements, subject to the system's rules.

How to remember the roles

  1. The exchange executes eligible market trades.
  2. HKSCC operates CCASS and provides clearing and settlement infrastructure.
  3. Participants connect their organization or investor account to the post-trade system.
  4. The system records the securities and money obligations and supports settlement.
  5. The SFC regulates relevant market participants; it does not operate CCASS.
Do not confuse the institutions

HKEX is the exchange group; HKSCC is the clearing-house subsidiary that operates CCASS. The SFC is the securities regulator. These roles connect, but they are not interchangeable.

For the HKSI exam, associate CCASS with post-trade clearing, settlement, custody accounts, and HKSCC. If a question asks who matches an exchange trade, who operates settlement infrastructure, or who regulates the market, identify the relevant institution before choosing an answer. Operational rules and participant eligibility can change; consult the current HKEX/HKSCC rule materials for live business.

CCASS links post-trade obligations

CCASS is the computerized clearing, settlement and depository system operated by HKSCC. For eligible Exchange trades, details flow from the Stock Exchange to CCASS, which calculates participants’ stock and money obligations and supports settlement. Under continuous net settlement, HKSCC acts as central counterparty to the relevant clearing participants after novation. CCASS also supports non-Exchange transactions through mechanisms such as settlement instructions and investor settlement instructions. It is post-trade infrastructure; it does not execute the customer’s order on the Exchange.

Participants have different roles

HKSCC admits categories including direct clearing participants, general clearing participants, custodian participants, stock lender and stock pledgee participants, clearing agency participants and investor participants. A clearing participant has obligations to HKSCC under the rules. A broker may clear its own trades or appoint a general clearing participant, while a custodian holds or processes assets for clients. An investor participant is an individual or other eligible investor account in CCASS and does not perform the same intermediary or clearing role as a broker.

Ownership and reconciliation

In the CCASS model, HKSCC Nominees holds legal title as registered shareholder for securities in the system, while participants hold beneficial interests for themselves or clients according to their account arrangements. That structure supports fungibility and settlement but means a customer must understand the intermediary and custody records documenting its beneficial entitlement. Reconcile participant statements, client sub-ledgers and settlement records. Do not describe CCASS as a bank account, a trading venue or a guarantee against every intermediary failure.

Practical control and exam application

A listed trade passes through several roles: the Exchange matches the order, clearing arrangements determine which participant owes stock or money, and CCASS supports netting, settlement and depository functions. A general clearing participant may clear on behalf of a trading participant under their arrangement, but the parties’ obligations must be understood under the relevant rules. If a participant defaults, the clearing house’s rulebook and risk procedures govern the response. CCASS should be remembered as shared infrastructure with specific member categories, not as a retail broker or a custodian for every investor directly.

Records and exception handling

An investor should reconcile contract notes and broker statements with the securities positions reported through the intermediary. A CCASS investor participant account can provide direct account information, but an investor who holds through a broker usually relies on the broker’s client ledger and the participant’s omnibus records. Ask which participant holds the position, who is responsible for client records and how transfers are instructed. The legal title held through HKSCC Nominees should not be confused with the beneficial interest maintained for the customer.
