HKSI Paper 1 exemptions: what we can and cannot tell you

The short answer

Exemption from HKSI Paper 1 is possible but it is decided by the SFC, not by HKSI and not by your employer. It runs through recognised qualifications and case-by-case relief under the competence guidance. There is no published list you can self-assess against with certainty. Check with the SFC.

This page will disappoint you slightly, and that is on purpose. Search results for this question are full of confident answers written by people who have never handled an application, and acting on one of them costs you either a wasted enrolment fee or a rejected licence application. So here is what is structurally true, what is checkable, and what genuinely cannot be determined from the outside.

First, get the vocabulary right

Three different things get called "exemption" in conversation and they behave differently.

The confusion between the first two causes most of the trouble. A recognised qualification is a route the SFC has already decided to accept. An exemption is a decision the SFC makes about you specifically. One you can look up. The other you cannot.

What we will not print, and why

We are not going to give you a list of qualifications that exempt you from Paper 1, or a number of years of experience that does it, or a rule about which overseas licences count. Not because we are being cautious for the sake of it. Because those specifics are set by the SFC, they have been revised, and they differ by regulated activity and by whether you are applying as a representative or a responsible officer.

A wrong answer here has an asymmetric cost. If we tell you that you need the paper and you did not, you have spent HKD 1,800 you did not have to. If we tell you that you do not need it and you did, your application stalls and your start date moves. The second is much worse, and it is the mistake the confident blog posts make.

The one instruction that matters

Get your position confirmed by the SFC's current competence guidance, or in writing from your sponsoring firm's compliance team, before you decide not to sit a paper. Nothing on any third-party site, including this one, is a substitute for that.

What is structurally true about the local regulatory paper

Regulators worldwide take a consistent line: technical competence can travel across borders, knowledge of the local rulebook cannot. Hong Kong follows that pattern. So even applicants with strong overseas credentials should expect the Hong Kong regulatory framework element to be required in some form, and it is the component least likely to be waived.

Paper 1 is that component in its most common form. Which is a reason to plan for sitting it rather than hoping to avoid it.

How to check your own position properly

  1. Write down your regulated activity types and your capacity - representative or responsible officer. The answer depends on both.
  2. List every qualification you hold, including the ones you assume are irrelevant. Undergraduate degree, postgraduate, professional designations, overseas licences, other regulators' examinations.
  3. Open the SFC's current competence guidance and check each one against the recognised lists.
  4. Send the list to your compliance team and ask a direct question: is the firm intending to seek relief for any part of my requirement?
  5. Get the answer in writing before you enrol or decline to enrol.

The opinion, and it is a strong one

Even if you might be exempt, sitting Paper 1 is usually the better decision, and I say that as someone with no stake in whether you enrol. The syllabus is the operating manual for the job you are about to do. Client money rules. Suitability. What insider dealing actually is. Which body has which power. People who skip it because a qualification let them tend to spend the following two years quietly not knowing things everybody around them knows, and it shows in meetings.

The concession: that is easy for me to say and it is not free. It is HKD 1,800 and a serious chunk of evenings, and roughly half of candidates do not pass first time. If you have a legitimate exemption, you are entitled to use it, and "it is good for you" is a weak argument against a real cost. What I would say instead is this - if you take the exemption, read the syllabus anyway. It is free and it takes under an hour.

If you are sitting it, work out where you stand first. The difficulty picture is more useful than the pass rate on its own.

Common questions

Can I be exempted from HKSI Paper 1?

It is possible, through recognised qualifications or case-by-case relief under the SFC's competence guidance. The SFC decides, not HKSI and not your employer. There is no shortcut you can self-assess with certainty, so check the current guidance and confirm with your sponsoring firm before deciding.

Does a CFA charter exempt me from HKSI Paper 1?

Professional designations can satisfy parts of the SFC competence requirement, but which parts, and for which regulated activity, is set by the SFC and has changed over time. The local regulatory framework component is the one least likely to be waived. Check the SFC's current recognised list.

Who decides SFC exam exemptions?

The SFC. HKSI sets and marks the examinations, but competence for licensing purposes is the regulator's decision. Your compliance team can tell you what has been accepted for people in similar positions, which is valuable intelligence, but it is not a decision and should not be treated as one.

Does an overseas licence exempt me?

Overseas licensing and experience are considered and can be recognised for parts of the requirement. The Hong Kong regulatory element is generally still expected in some form, because local rulebook knowledge does not transfer across jurisdictions. Plan on sitting a Hong Kong paper unless told otherwise in writing.

Should I sit Paper 1 even if I am exempt?

There is a decent argument for it. The syllabus is the working rulebook for the job, and people who skip it often have gaps that show later. It costs HKD 1,800 and real study time though, so a cheaper compromise is to read the free syllabus and the SFC codes.
