HKSI Paper 1 vs Paper 8: the regulatory paper against the securities paper

The short answer

Paper 1 covers the Ordinance, the SFC codes and licensing. Paper 8 covers securities as a product and a business. Dealing-side candidates typically need both plus Paper 7. Paper 1 is 60 questions in 90 minutes with a 70% pass mark, and it should come first.

These two get paired on the same licensing application often enough that candidates start treating them as one exam with two halves. They are not. One is about what the law lets you do, the other is about the instrument you will be doing it with, and they fail people for completely different reasons.

What Paper 1 is really testing

Structure. Nine topics across 66 second-level syllabus headings, and the questions largely ask you to place a scenario correctly: which regime, which Part of the Ordinance, which code, whose obligation. Get the placement right and the answer usually falls out.

The pass mark is 70%, which is 42 of 60. That threshold is doing a lot of work. Over the twelve months to June 2026 the published mean pass rate was 51.9%, so about half of candidates walk out without a pass. Not because the material is difficult. Because there is a lot of it and it is easy to half-know.

What Paper 8 is really testing

Paper 8 is the securities industry paper. It works through securities as products and as a business rather than as a legal category, which means the questions feel more like the job and less like a compliance manual. People who have sat on a securities desk usually recognise a good part of it.

That familiarity is a trap in one direction only. Practical experience helps on Paper 8 and does almost nothing for Paper 1, because nobody learns which Part of the Ordinance governs client money by booking trades. We see that pattern often enough to name it: experienced candidates pass the product paper comfortably and fail the regulatory one.

Do you need both?

If you are being licensed for dealing in securities, almost certainly, and usually with the markets paper alongside. The SFC's competence requirements are built as a regulatory paper plus industry papers matched to your regulated activity, so the combination follows the job rather than a preference.

Exemptions complicate this. Prior qualifications, recognised overseas examinations and existing licences can all change what you actually have to sit, and none of that is something a study provider should be guessing at on your behalf. Start with the paper combinations for each regulated activity, then confirm against the SFC's own competence requirements before you pay for anything.

Which is harder?

Wrong question, mostly. HKSI publishes pass rates per paper on its own site, so you can compare the raw numbers yourself, but the more useful comparison is against your own background.

If you have industry experience, Paper 1 is the harder of the two for you, and by a distance. If you are coming in from university or from a different sector, the gap narrows, because both papers are new material and you have no false confidence to overcome. There is a real asymmetry here that raw pass rates hide.

Our view: the 70% threshold on Paper 1 is the single biggest driver of failure in the whole sequence. Drop it to 60% and the pass rate would jump overnight. That is not a complaint about HKSI, since a licensing gate should be a gate, but it should change how you prepare. You are not studying to understand the material. You are studying to be reliably right about details you find boring.

A sane order for sitting them

  1. Sit Paper 1 first. It supplies the regulatory vocabulary the industry papers assume, and it is the paper most likely to need a second attempt.
  2. Book Paper 8 only once you have a Paper 1 result, unless a start date forces your hand. Two live exams and one job is a lot of evenings.
  3. If you must double up, protect the Paper 1 hours. The interesting paper is not the risky one, and candidates reliably over-allocate to whichever material they enjoy.
  4. Do timed practice for Paper 1 specifically. At 1.5 minutes a question, hesitation costs more marks than ignorance does.

The concession: we have no visibility into how HKSI calibrates difficulty across forms, and we are not going to pretend otherwise. What we can see is the published Paper 1 rate, the syllabus, and what candidates who failed tell us went wrong. That is an informed read, not a finding.

Common questions

Do I need HKSI Paper 8 if I have already passed Paper 1?

It depends on the regulated activity you are being licensed for. Paper 1 is the common regulatory component; the industry papers are matched to what you will do. Dealing in securities normally pulls in Paper 8. Check the SFC competence requirements for your specific activity.

Can I take Paper 1 and Paper 8 at the same sitting?

They are enrolled for separately, so scheduling them close together is possible. Whether it is wise is another matter. Most working candidates find that two live papers and a job means neither gets proper preparation, and Paper 1 is the one that suffers.

Is Paper 8 easier than Paper 1?

For someone with securities desk experience, usually yes, because the product material is already familiar. For a career changer the gap is much smaller. Compare the published pass rates on the HKSI site, but weigh your own background more heavily than the averages.

What does Paper 1 cost compared with Paper 8?
