The examination has no entry requirement, so anyone may sit it. The constraint is the licence: it is applied for by a sponsoring corporation, and the SFC expects the paper to be recent when that application is made.

Nothing stops you sitting it
HKSI publishes no academic or experience prerequisite for LE Paper 1. You enrol and you sit.
That is genuinely unusual among professional qualifications and it is the reason the paper works as a career-change signal.
What does stop you is sponsorship
A licence application is made by a sponsoring corporation. You cannot hold an SFC licence without a principal, so the paper alone does not put you on the register.
The paper is what makes you hirable into a licensed role. The employer is what makes you licensed.
The SFC expects the local regulatory framework paper to have been passed not more than three years before the application. Sitting it at the very start of a slow career change can mean the pass is ageing while you are still interviewing. Three years is a long search, but it is not infinite.

The part career changers underestimate
It is a closed-book paper on a body of local regulation, sat as 60 questions in 90 minutes against a standard of 42 correct. The difficulty is not conceptual, it is volume held precisely.
People arriving from analytical careers often prepare as though understanding will be enough. It is a recall paper.
A sensible order
- Work out which regulated activity the roles you want fall under
- Confirm Paper 1 is the paper for it, which it is for ten of the twelve types
- Start applying and sitting in parallel rather than sequentially
- Put the pass on the CV the week you get it, because it is the signal the market reads
