Compliance as a career
Compliance work is often not itself a regulated activity, so the licence is not always required. Paper 1 is still the common entry qualification because the job is the regulatory framework the paper examines.
One of the few finance functions where knowing the rulebook is the job rather than a constraint on it.
What the work actually is
- Advising the business on whether a proposed activity is within scope and within the rules
- Monitoring and testing, which is checking that what is supposed to happen does
- Handling regulator correspondence, inspections and reporting
- Owning the licensing position: who is licensed for what, and whether it still matches what they do
- Running the training programme, including the firm's CPT obligations
The last two are why compliance teams know the Guidelines on Competence better than anyone else in the building.
Is the licence required?
Often not. Compliance work is usually not itself the carrying on of a regulated activity, so a compliance officer need not always be licensed.
The paper examines the Securities and Futures Ordinance, the SFC codes and the conduct requirements. That is the compliance job description written as a syllabus. Sitting it is the cheapest available proof that you know the regime, particularly for someone moving in from law, audit or operations.

The trajectory
Analyst, then officer, then heading a function. The step that matters is the one where you stop checking and start deciding, and it usually comes with a responsible officer approval if the firm needs you to supervise.
The honest downside
You are the person whose job is friction. Being right is not the same as being welcome, and the people who last are the ones who can explain a rule in terms of what the business is trying to do.
