No. The General Knowledge Test has no prerequisite. Anyone may register and sit it, and no degree, approved course or supervised experience is required beforehand. A degree matters for the Florida Professional Certificate itself, which is a separate set of requirements the test only partly satisfies.
You can register today and sit next week having done nothing else. The gate people expect at this stage is at the certificate, not at the examination.

The requirement this test satisfies is a demonstration of mastery of general knowledge, and a demonstration does not need a course behind it. That is also why an alternative admissions test score can substitute for it, subtest by subtest, under the same rule. No gate, no queue.
Who actually sits it
Candidates for a Florida Professional Certificate, and students working through Florida teacher preparation programs who have to demonstrate general knowledge along the way. Those two groups overlap heavily. Neither is a rule about who may register.
If you are still deciding whether to teach at all, sitting one subtest for USD 32.50 is a cheaper way to test the water than most people realize.
The commercial consequence, since nobody says it
Because no course is required and no preparation program examines this test in-house, the preparation market is wide open. Nothing is bundled with your registration and nobody has privileged access to the questions. Every provider, us included, is selling practice against a syllabus that is published as part of a state rule and that you can read yourself.
We are not a Florida-approved teacher preparation program and nothing we sell counts toward one.
Where the degree does come in
At the certificate. The General Knowledge Test is one examination requirement among several, alongside subject area and professional education requirements, and Florida sets degree and program conditions for the Professional Certificate itself. Florida also issues a Temporary Certificate that allows a person to teach while completing what is outstanding.
What is outstanding, and for how long, is set by rule and by the district. We are not the people who decide it and this page is not a ruling on your route.

Do you need a degree to take the FTCE General Knowledge Test?

Do I need to be enrolled in a teacher preparation program?
No. Students in Florida teacher preparation programs are among the people who sit it, but enrollment is not a condition of registering. You book through the FTCE/FELE testing site like anyone else.
Can I take the FTCE before I decide to become a teacher?
Yes. A single subtest registration is USD 32.50 and nothing about sitting it commits you to anything. Passing subtest scores do not expire, so an early pass is still good whenever you come back to it.
Do I need a degree for the Florida Professional Certificate?
The certificate carries its own requirements, including subject area and professional education requirements, and the General Knowledge Test is only one part. The Bureau of Educator Certification decides what your particular file needs.
Is a prep course required before sitting?
No. No approved course is required and no Florida teacher preparation program examines this test in-house. Whatever you use to prepare is your choice and a separate cost from the USD 32.50 registration.
