Working in Hong Kong finance as an overseas hire

The short answer

Overseas hires face the same SFC regime as local candidates: a sponsoring firm, the fit and proper test, and the competence requirement. Foreign licences and qualifications can be recognised for parts of competence, but the Hong Kong regulatory element is rarely waived. Expect to sit Paper 1 or an equivalent.

The most common mistake overseas candidates make is assuming their existing licence buys them more than it does. A FINRA registration, an FCA approval, an ASIC licence - all of them tell the SFC something useful about you, and none of them tell it that you know Hong Kong law. That last point is the one that costs people a quarter of a year they had not budgeted for.

What is the same for you as for everybody else

All of the architecture. You need a licensed corporation or registered institution willing to sponsor you. You must satisfy the fit and proper test, which is applied to your whole history including everything that happened overseas. You must satisfy the competence requirement for the regulated activities you will carry on. And you cannot start doing the regulated work until the SFC has granted the approval.

Nationality is not a factor in any of that. Hong Kong's licensing regime is genuinely indifferent to where you are from. It is not indifferent to where you have been regulated.

Two clocks running at once

This is the scheduling problem nobody warns overseas hires about. Your employment visa and your SFC licence are separate processes run by separate bodies on separate timetables, and neither one waits for the other. You can be legally entitled to work in Hong Kong and not licensed to do your actual job. You can also be nearly licensed and unable to enter the country.

Ask your employer, early and directly, who is coordinating the two. In a large bank there is a team for each and somebody whose job it is to sequence them. At a boutique there may be nobody, and the question will not be answered until you ask it.

What your overseas credentials are actually worth

More than nothing and less than you hope. The SFC maintains lists of recognised academic and industry qualifications, and it considers overseas licensing and active experience in comparable regimes. Somebody arriving with a decade of regulated experience and a recognised professional designation may find several components of the competence requirement satisfied.

The local regulatory knowledge component is the stubborn one. Every serious regulator takes this position, and it is not protectionism - Hong Kong's client money rules, its suitability regime and its market misconduct provisions genuinely differ from the ones you learned elsewhere. What surprises people about the exam itself

That it is harder than it sounds. Paper 1 is sixty multiple-choice questions in ninety minutes with a seventy per cent pass mark, and the mean pass rate over the twelve months to June 2026 was 51.9%. Experienced overseas professionals fail it regularly, usually for the same reason: they answer from what the rule is in their home market rather than from what the Ordinance says.

Your instincts are the problem. They are well-trained instincts, which makes them worse, because you will not stop to check the ones that feel obvious. Read is HKSI Paper 1 hard before you assume a weekend will do it.

The exam is sat in Hong Kong

HKSI runs the Licensing Examination at its examination centres in Hong Kong, monthly. If you are still overseas, that is a trip to plan and a sitting to book. Check the current arrangements with HKSI directly before assuming you can sit remotely.

Language

The paper is offered in English and Traditional Chinese, and English is a first-class option rather than a courtesy. Hong Kong's financial legislation is drafted in English, the SFC codes are published in English, and the profession operates in it. If you do not read Chinese, this is not a barrier to the exam or to the job.

The opinion

Sit Paper 1 before you move, if the timing allows it. Not because you have to, but because it is the fastest available education in how Hong Kong actually works, and arriving already fluent in the regulatory vocabulary changes how your first three months go. You will understand what compliance is worried about. You will know why the client onboarding takes as long as it does. Colleagues will assume you have been here longer than you have, which is worth more than it sounds.

The concession: Hong Kong's finance industry is more locally networked than its international reputation suggests, and a licence plus an exam pass does not substitute for knowing people. Overseas candidates who arrive expecting the credential to open doors are often disappointed. It removes an obstacle. The introductions still have to be earned.

Can a foreigner get an SFC licence in Hong Kong?

Yes. The licensing regime does not turn on nationality. You need a sponsoring licensed corporation or registered institution, you must satisfy the fit and proper test on your full international history, and you must meet the competence requirement for your regulated activity.

Does my overseas licence count towards SFC competence?
