How many times can you retake HKSI Paper 1?

The honest answer is that we do not know of a published cap, and that is not the same as saying there isn't one.

HKSI sets attempt rules, waiting periods and enrolment conditions in its own documentation, and those are the sort of terms that get revised without a press release. If the number matters to your situation, get it from HKSI rather than from us.

Where to get the current rule

The examination handbook first. It is free, it is published by the body that runs the exam, and it is revised. Your enrolment confirmation is the second place, because any condition attached to a resit will be stated there.

If your situation is unusual, for example a long gap since a previous attempt or a licensing application already in progress, contact HKSI directly and get the answer in writing. Compliance teams will also often know, because they have watched colleagues go through it.

Why the number is rarely the real question

Almost nobody is stopped by an attempt limit. People are stopped by cost, by time, and by repeating the same preparation and expecting a different result.

Three attempts at HKD 1,800 is over four thousand dollars of examination fees, plus three months, plus whatever a delayed licence does to a start date. That arithmetic bites long before any cap would.

What actually changes the outcome on a second attempt

The pattern we see most often is a candidate who reread the manual, felt more familiar with it, and scored about the same. Familiarity is not recall. The exam only pays for recall.

Is there a stigma to a resit?

Not in Hong Kong, in our experience, and the published numbers explain why. Over the twelve months to June 2026 the mean pass rate was 51.9%, so roughly 48.1% of candidates did not pass. Compliance teams have seen this many times and treat it as an administrative delay rather than a character finding.

Our opinion, stated plainly: the second attempt is usually easier than the first and people massively over-dread it. You already know the shape of the paper, you know which topics beat you, and you have removed the biggest variable, which is walking in without ever having sat one. Candidates who prepare properly for a resit tend to clear the line with room.
