This is rarely the obstacle people fear. The licensing examinations exist to be taken by working practitioners, and the industry contains plenty of people who came in through routes other than a finance degree.
Getting licensed afterwards
Now the licensing side. This is where academic background genuinely matters, and where the answer turns out to be more interesting than a plain yes or no.
The SFC's competence requirements look at a combination: academic or industry qualifications, relevant industry experience, and the licensing examinations. A degree is one recognised input, not the only one, and relevant experience carries real weight. Someone who has worked in the industry for years without a degree is in a different position from a school leaver with no experience, even though neither holds a finance degree.

Does a finance degree help with the paper itself?
Less than you would think. Paper 1 is regulation: the Ordinance, the SFC codes, licensing and registration, client assets, market misconduct. A finance degree teaches almost none of that, and a law degree teaches the wrong jurisdiction unless it was a Hong Kong one. That surprises people.
What a degree of any kind gives you is the habit of reading dense material and being examined on it, which is a genuine advantage but a general one. We have seen candidates with no degree pass comfortably and candidates with excellent degrees fail, and the difference was consistently how much timed practice they did rather than what they studied at university.
If you are worried about your background
- Ask before you pay. HKSI for enrolment eligibility, your prospective employer's compliance team for the licensing side.
- Do not assume you are excluded. Experience is a recognised route and the industry is full of people who took it.
- Test yourself early. Your score on a timed set of Paper 1 questions predicts your result far better than your transcript does.
- Budget realistically. Roughly 48.1% of candidates did not pass over the twelve months to June 2026, and that number includes plenty of graduates.
Our opinion: the degree question is usually anxiety wearing an administrative costume. What decides whether you pass Paper 1 is whether you did enough scored practice on Topics 3 and 4, and that is available to absolutely everyone. Go and score something.
The concession: academic background does affect the licensing conversation, and pretending otherwise would be dishonest. If you have neither a degree nor industry experience, the licence is a harder road than the exam is, and the exam is the part you can start on tonight. Paper 1 with no finance background is written for exactly that position.
