The pass itself does not expire. The SFC expects the local regulatory framework paper to have been passed not more than three years before a licence application is submitted, and may recognise an older pass where you have been licensed within the past three years for a relevant regulated activity.
A candidate passes Paper 1, the job offer falls through, and the certificate sits in a drawer for three years while they do something else. Then the right role appears. The pass has not evaporated, but the SFC now has a question about how recent it is, and that is a different problem from the one most people brace for.
The honest position
The SFC expects individuals to obtain the recognised industry qualification and pass the local regulatory framework paper not more than three years before the application is submitted. That is paragraph 4.1.5 of the Guidelines on Competence, and it is a condition on the application rather than a statement that the pass lapses.
Paragraph 4.1.6 lets the SFC recognise a paper passed more than three years ago where the individual is, or has been, a licensed representative or responsible officer within the past three years for a regulated activity to which the paper is relevant. Continuous industry presence protects an older pass; a gap does not.

Why a recognition period exists at all
Because the material moves. The Securities and Futures Ordinance is amended. The SFC issues, revises and withdraws codes and guidelines. Subsidiary legislation changes. Paper 1 is a test of the current regulatory framework, and a pass from several years ago is evidence that you knew a framework that no longer entirely exists.

The three situations where this actually bites

That last row is worth pressing on. Compliance teams are busy and licence applications sit in queues. If your pass is ageing while a form waits for a signature, you are the only person in the building with an interest in noticing.
A pass is not a licence, and neither is permanent
Two separate clocks, and people conflate them. The first is the recognition period on your examination pass, which runs until you are licensed. The second is the ongoing competence obligation that applies once you are licensed, which the SFC maintains through continuous professional training. Passing Paper 1 does not end your obligations, it starts them.
Once you are on the SFC public register, staying there depends on continuing to meet the SFC's requirements rather than on anything HKSI issued you years ago.
The practical rule
Sit the exams when the licence is in sight, and apply for the licence as soon as you have the exams. Here is the opinion: candidates who take Paper 1 speculatively, years before they need it, are usually making a mistake. It feels like getting ahead. What it actually does is start a clock you cannot control, on material that will have changed by the time you use it, for a qualification whose only function is to support a licence application you are not yet in a position to make.
The concession, and it is real: for career changers trying to get into a licensed role from outside, a pass on the CV is genuine evidence of commitment and it does open doors. If that is your situation, sit it - but treat the pass as a nine-to-twelve-month asset in your job search rather than an open-ended credential, and understand what you are trading.
If your pass has gone stale
You resit. It is HKD 1,800 and 90 minutes, against the same standard of 42 of 60, and it is far less painful the second time because the framework is already in your head. Refresh against the current syllabus rather than your old notes, because the whole reason you are back is that the material moved. The retake page covers the mechanics.
Confirm your own dates before you act: the gap runs from when you were last licensed, which is not always when you last worked. The rule is published, but only you know which side of it you are on.

Does an HKSI Paper 1 pass expire?
It is not recognised indefinitely for SFC licensing purposes. There is a defined recognition period, published by the SFC in its competence requirements and by HKSI alongside its examination material. Check both at the source before relying on an older pass.
How long is the recognition period?
