The syllabus, the examination handbook, the full text of the Ordinance and every SFC code are free online. You can pass Paper 1 on free material alone if you are disciplined. What money buys is testing, explanation and structure, which is where most of the 48.1% who fail actually lose.
Almost everything Paper 1 is set from is published free. That surprises people, and it should change how you spend, because the useful question is not free against paid. It is what you are still missing once you have collected the free things.

That collection is not a consolation prize. It is the primary source material, and every paid product in this market is a processed version of it.
So can you pass on free material alone?
Yes. Genuinely yes, and we would rather say so than pretend otherwise.
The conditions are strict, though. You need to work from the syllabus as a checklist rather than reading the Ordinance front to back, you need to test yourself constantly instead of rereading, and you need enough discipline to keep going through Topic 3 and Topic 4 when the material turns into an undifferentiated wall of licensing detail. Most people do not do those three things unaided. That is the honest constraint, and it is about behaviour rather than access.
What money actually buys
Not information. Compression, testing and reasons.
- Compression. Somebody has already worked out that Topic 3 covers eleven of the 66 syllabus headings and organised the Ordinance into the shape the exam asks about. That saves you a fortnight of sorting.
- Testing. Multiple-choice practice in the real 60-question, 90-minute format, which is the single activity most correlated with passing and the one candidates skip.
- Reasons. An answer key tells you B. A good explanation tells you which Part of the Ordinance makes it B, which is what lets you answer the next question you have never seen.
- Structure. A schedule that ends on your exam date, so you stop deciding what to study each evening.
Our own course is HKD 680 for 6 months of access, with 131 questions, 5 timed mocks and a cited explanation on every item. We think that is a fair price against a HKD 1,800 resit. You may reasonably conclude that you can build the same thing yourself out of free parts, and you would not be wrong.
The free material we would avoid
Shared question dumps of unknown origin. They circulate in group chats every sitting and they carry two problems that a free price does not offset.
The first is currency. The syllabus moved to v3.5, and a dump assembled before that may test rules that have shifted. The second is correctness. Nobody maintains these files, wrong answer keys propagate, and confidently learning a wrong rule is worse than not knowing it. You will not find out which items were wrong until you are sitting the paper.
Before you use any free set of notes or questions, find out when it was last updated against the current syllabus. If it does not say, treat it as background reading rather than as a source of answers.
A spending order that makes sense
- Download the syllabus and the examination handbook. Free, and they define the job.
- Take a timed diagnostic before you buy anything. If you are already near 70%, you need practice, not a course.
- Buy the official HKSI study manual. It is the authoritative text and the base layer for everything else.
- Only then decide whether you want a paid question bank or course, and buy it for the explanations rather than for the question count.
- Keep HKD 1,800 mentally reserved for a resit. Roughly 48.1% of candidates need one, and pretending otherwise is how people end up spending twice.
Where we are weaker than the free option
They are written against the Ordinance and the SFC codes, and each one cites the source it came from, so you can go and check it. The Ordinance on e-Legislation, by contrast, is the actual law, free, and cannot be wrong about itself.
So there is a real trade here. Paid material is faster and can be mistaken. Free primary sources are slow and cannot. If a point matters to you professionally rather than just for the exam, go to the source text every time.
Our opinion, for what it is worth: most candidates who fail did not fail from lack of material. They failed from reading rather than testing, and no amount of purchasing fixes that. If you are going to spend money, spend it on something that makes you answer questions. What the pass rate tells you and how the exam is structured are both free and both worth reading before you spend anything at all.
Common questions
Is there a free HKSI Paper 1 past paper?
HKSI publishes mock or sample material through its own channels, and the syllabus and examination handbook are free downloads. Full past papers are not generally released. Anything advertised as a leaked past paper should be treated as unverified and probably out of date.
Can I pass HKSI Paper 1 without buying anything?
Yes, if you work from the syllabus as a checklist, read the Ordinance and the SFC codes directly, and test yourself constantly rather than rereading. Most people struggle with the third part. Paid material mainly buys compression and testing, not information you cannot otherwise get.
Are free HKSI question dumps reliable?
Often not. They are rarely maintained, wrong answer keys spread, and many predate the move to syllabus v3.5. Learning a wrong rule confidently is worse than not knowing it, and you find out on exam day.
What is the cheapest realistic way to prepare?
The free syllabus and handbook, the official HKSI study manual, and the Ordinance and SFC codes read directly from their published sources. Add timed practice from somewhere. That combination costs the price of one book and a lot of evenings.
