Nothing prevents it. The constraint is the SFC recency expectation: the paper should have been passed not more than three years before the licence application, so the clock starts at the pass rather than at the offer.
A question with a clear answer and a condition attached, and most people are told only the condition or only the answer.

HKSI publishes no academic or employment prerequisite for LE Paper 1. You enrol, you pay, you sit.
The licence is the part that needs an employer, because an application is made by a sponsoring corporation. The examination is not.
The condition
The SFC expects the local regulatory framework paper to have been passed not more than three years before the application is submitted.
Sitting Paper 1 two years before you seriously start looking leaves one year of window. That is the whole risk in this decision, and it is entirely a question of timing rather than of permission.
When it is clearly worth doing
- You are in a final year and will be applying within months
- You are mid-search now and want something on the CV that separates you
- You are changing careers into a licensed role and need to show commitment
- Your target employer has said the paper is preferred
When to wait
- You are two or more years from applying for roles
- You are not sure you want a licensed role at all
- The HKD 1,800 matters more right now than the CV line does
What it actually buys you
Two things. It removes an obstacle the employer would otherwise have to manage, and it is evidence you understand what the job involves.
The second is worth more than candidates expect. Most applicants for entry roles cannot describe the regulatory framework they will work inside. Someone who has passed Paper 1 can.
What it does not buy
A licence, or any guarantee. Employers hire people, and a paper is one input.
The version that manages the risk
Sit it when a job search is realistically underway rather than hypothetically planned. That keeps most of the three-year window in front of you and captures the whole benefit.
